Program Overview

Objective:

  • To kickstart installation of shared EV charging infrastructure in non-landed private residences (NLPRs).
  • Improve charger provision and access in NLPRs, which form a significant portion of residences in Singapore.
  • Enhance coverage of Singapore’s national EV charging network.

Target Beneficiaries:

  • Owners of chargers in NLPRs, including EV Charging Operators (EVCOs) and management corporations of strata-titled developments.
  • NLPRs defined as private residential developments excluding landed properties, shophouses, hotels, hostels, serviced apartments, and workers’ dormitories.
  • Industrial and commercial developments are not eligible.

Key Features:

  • Co-funds installation costs of up to 3,500 EV chargers in NLPRs.
  • Chargers must be installed in common areas accessible and shared by residents.
  • Funding covers up to 1% of residential car park lots per NLPR, rounded up.
  • Only smart chargers type-approved by LTA are eligible, capped at 22kW.
  • Smart chargers must support remote communication, energy monitoring, and use Open Charge Point Protocol (v1.6+).
  • Co-funding covers 50% of costs for charging system, licensed electrical worker fees, and cabling/installation (capped at $1,000).
  • Funding caps: $4,000 per charger for first 2,000 chargers; $3,000 per charger for next 1,500 chargers.
  • GST on costs is not eligible for co-funding.

Application Process:

  • Applications open from 29 July 2021 until 31 December 2026 or until 3,500 chargers are funded.
  • Apply via Government’s Business Grants Portal with a Corppass account.
  • Required documents include:
    • Form A
    • Letter of Confirmation between NLPR and EVCO
    • meeting minutes showing resolution to install chargers
    • Checklist A
  • After Letter of Offer acceptance, submit Form B for claims.
  • Grant disbursed on reimbursement basis; invoices and receipts must be dated after Letter of Offer issuance.
  • EVCO-owned chargers may submit earlier receipts for hardware purchased before Letter of Offer.
