Green Incentive Scheme

The scheme aims to encourage Hong Kong-registered ships to meet international carbon reduction standards set by the International Maritime Organization (IMO). The scheme targets ships of 5,000 gross tonnage and above that have attained high Carbon Intensity Indicator (CII) ratings (A or B) between 2024 and 2026.

Objectives:

• Promote decarbonization and environmental sustainability in the shipping industry.
• Encourage Hong Kong-registered ships to achieve and maintain high CII ratings.

Target Beneficiaries:

• Hong Kong-registered ships of 5,000 GT and above.
• Eligible applicants include ship owners, demise charterers, representative persons, ship management companies, ship agents, or others involved with the ship.

Key Features:

• Ships with valid “Statement of Compliance – Fuel Oil Consumption Reporting and Operational Carbon Intensity Rating” showing CII rating A or B qualify.
• Incentive of HK$20,000 per year per ship for each year the ship attains CII rating A or B.
• Maximum incentive of HK$60,000 if the ship maintains A or B rating for three consecutive years (2024-2026).
• The ship must remain registered with the Hong Kong Shipping Registry on the incentive grant date.
• Incentive paid by crossed cheque via post; other payment methods available upon request.
• Application period: 28 June 2024 to 31 December 2026.

Application Process:

• Submit a completed application form with supporting documents including a valid Statement of Compliance and identification documents.
• Applications can be submitted by post or email to the Marine Department.
• The Marine Department reviews and approves applications; incentive payment is typically processed within three months after approval.
• Applicants must declare the accuracy of information and agree to comply with scheme terms, including potential data use for research.

The scheme emphasizes compliance with national security and public interest considerations, with the government reserving the right to disqualify or withdraw incentives if necessary.
