Program Overview

Objectives:

  • Support non-research and development (R&D) projects that contribute to upgrading and developing industries.
  • Foster an innovation and technology culture in Hong Kong.
  • Promote popular science.

Target Beneficiaries:

  • Organisations in Hong Kong including:
    • Non-profit making trade/industry associations or chambers of commerce.
    • Public bodies (e.g., Hong Kong Productivity Council, Vocational Training Council).
    • Charitable organisations registered under Section 88 of the Inland Revenue Ordinance.
    • Local universities or other tertiary/post-secondary institutes by statute.
    • District Councils.
    • Local unincorporated/incorporated companies under the Companies Ordinance.

Key Features:

  • Supports non-R&D projects such as conferences, exhibitions, seminars, workshops, promotional events, popular science activities, and projects supporting industry upgrading and development.
  • Sponsorship covers at least 10% of the total project cost; higher sponsorship required for repeat applications.
  • Projects promoting products/services of specific commercial entities are generally not supported.
  • Project events/activities should primarily be conducted within Hong Kong; activities outside Hong Kong require strong justification and should not exceed 50% of total project cost.

Application Process:

  • Applications accepted year-round.
  • Cut-off date for assessment in October 2025 to January 2026 is 30 June 2025; later applications assessed February to May 2026.
  • Applicants must read the Guide to Filling in the GSP Application Form, complete the GSP Application Form, and follow Funding and Administrative Guidelines.
  • Applications are checked for eligibility and completeness by the GSP Secretariat.
  • Eligible applications are reviewed by the GSP Vetting Committee based on an assessment framework.
  • Applicants may be required to attend assessment meetings.
  • Approved applications are submitted to the Commissioner for Innovation and Technology for funding approval.
  • Applicants are notified in writing of the results.
