Professional Services Advancement Support Scheme (PASS)

Objective:

• Established with a funding of HK$200 million following the 2016 Policy Address.
• Aims to support Hong Kong’s professional services sector in undertaking projects that promote proactive outreach and improve service offerings.
• Supports projects that enhance cooperation and exchanges between Hong Kong’s professional services and counterparts in external markets, including Mainland China and overseas.
• Includes a dedicated HK$50 million subsidy under the Professionals Participation Subsidy Programme to assist major professional bodies in participating in exchanges, promotion, and professional standard enhancement activities organized by the Government, Hong Kong Trade Development Council, and overseas Economic and Trade Offices.

Application Process:

• Applications are accepted year-round.
• Processing of applications occurs quarterly.
• Applicants and grantees are advised to refer to the official Guide to Application for detailed instructions.
• Current application deadline for the ongoing round is 30 November 2025.
